The problem: right now Governor Jerry Brown is not on board. He's trying to cut corners by limiting coverage for the neediest Californians and preserving old school bureaucracy in place of new technology. But there's no need to be cheap! The federal government is picking up the entire cost for the first three years. Adjustments can be made later if they're needed.
